Minting Linked Data URIs / Hosting Linked Data Vocabulary
when a locally-constructed controlled vocabulary (that would be used in the object position of triples) needs to be made into URIs online, how can it be hosted in a URL location?

Questions re: is this dealing with the question hydra developers had when they were trying to figure out minting URIs?
if they weren't able to find a namespace for what they want to describe in a predicate, what should they use?
