Updated HYDRA-225: Specify where (and in what format) to store new dataset metadata fields and License/Embargo info accordingly.
Considerations
Expressing embargo information as qualifiers on access[@type="read"] elements would be mean expressing POLICY information in your metadata (assumes understanding of what it means for an embargo to be released)
divergent scenarios:
some specifically want machines to transparently release embargo
some specifically DO NOT want machines to transparently release embargo
