Two models paths to consider:1. Divide the WG up and Map

desired attributes as a starting point to draft a model; divide and conquer to write and then come together to edit. OR 2. Divide the WG up and take one desired attribute and draft a small solution before coming back together to try and make sense.

Incorporated most feedback - working on one item.  Statement regarding how to improve existing community now - and that we're not just picking a model.  Make it clear to SG and community we're synthesizing a model - but just providing recs to community.
